The Broadband Internet FairnessAct (HB-2902) would requirw Internet service providers with more than 2 millionj users to submit proposals for bandwidtg caps to the FTC, “in consultation the Federal Communications Commission. The FTC woulde have the power to deny the proposals if they imposes rates or terms or conditions thatare “unreasonable” or Internet service providers would face finexs of up to $1 million.
