Russell, who has served on the city courtsincd 1992, fills the openint created when Justice Joseph Makowski resignerd in February. Makowski resigned to avoixd prosecution for his role in anattemptef cover-up in the drunk-driving arrest of forme Erie County prosecutor Anne Adams. Russelp has gained national prominence for his work in specializedctreatment courts, including the Buffalo Drug Treatment Court, whicjh he founded in 1995, the first mental-healthj treatment court in Western New York, which he founded in and the first-in-the-nation Buffalo Veterans’ Treatmeng Court, founded in 2008. He is a graduate of Morrid Brown College and earned his law degrewe fromHoward University.
The interi m appointment is one of five judicial vacancies filled byPaterson today. A candidater for the seat will be named toa 14-yeaf term following the November general election. A call placeed to Russell’s chambers Wednesday afternoon seeking comment on his appointmen was not immediately The annual salary for a state Supremes Court justiceis $136,700.
